"'All staff are fully trained,' Stephen Boyd, the deputy manager, said grimly on a recent day. 'They know exactly what to do if there's a sudden outbreak of dancing in here.'"

(The context: it's from a New York Times story about fines for bars that allow dancing without having a public entertainment license, in London: "[...] deputy manager of one bar says it is his job to decide if customer is really dancing, or only swaying".)

What gets me is that, if I'm reading it correctly, the purpose of the law and the fines is to control the amount of extra noise the establishments for dancing produce. So the fine distinction of whether a customer is "swaying" or "dancing" as they make their way to the bar shouldn't matter as long as the sound isn't turned up too high. "Sheesh" indeed!

Though it does remind me of the joke about why Baptists won't have sex standing up. (It might lead to dancing.)
