What gets me is that, if I'm reading it correctly, the purpose of the law and the fines is to control the amount of extra noise the establishments for dancing produce. So the fine distinction of whether a customer is "swaying" or "dancing" as they make their way to the bar shouldn't matter as long as the sound isn't turned up too high. "Sheesh" indeed!
Though it does remind me of the joke about why Baptists won't have sex standing up. (It might lead to dancing.)
