I thought about it while going back to sleep. It does have to be that order of precedence and they probably hung stop signs all around that intersection because they weren't sure how long the power would be out, and the driving public isn't so up on the rule where a corner with lights out becomes a 4-way stop.
The last time our power went out, Arlington plopped temporary signs in the middle of the road. At least one of them got run over.
Everyone was better behaved after hurricane Isabel (radio announced the rule repeatedly), but they' ve forgotten their manners again.
