4 C (I automatically convert your numbers to C, because those units feel real to me) is chilly. Have you thought of looking for a cheap/second-hand electric blanket, or seeing if someone local can lend you one? (I'm figuring that heating just your bed--or a desk chair--in that way would be a lot cheaper than heating even one room, let alone the whole house.)
