It's the theme to "Mystery!" which had animated drawings by the inimitable Edward Gorey as its opening sequence. My father watched it almost every night.

I agree... although I don't think it is original to "Mystery!" since it is also a common "sneaky-sneak" theme heard in early cartoons... hmmm, I wonder if it dates from Vaudeville and/or Melodramas?
